City Council Approves Zoning for Battery Energy Storage System in West Carleton, Ottawa

Brookfield Renewable project advances following extensive City review and community consultation.

Ottawa, ON – December 10, 2025 — Ottawa City Council has approved a Zoning Bylaw Amendment to enable the development of a battery energy storage system (BESS) in West Carleton, marking a key milestone for the Brookfield Renewable project in partnership with the Algonquins of Pikwàkanagàn. The approval follows a comprehensive City review process.

Located in West Carleton, the project is designed to support Ottawa’s long-term energy needs and regional growth while meeting stringent safety, environmental and regulatory standards. With zoning in place, the project can move forward into the next phase of detailed planning and approvals.

This decision strengthens Ottawa’s ability to plan for reliable, modern infrastructure that benefits residents and businesses across the city and region. With Ottawa’s electricity use projected to rise 166% by 2043, the project is aligned with long-range infrastructure planning priorities and is intended to support system resilience and reliability as demand continues to grow.

Throughout the planning process, the project team has worked closely with City of Ottawa staff and engaged extensively with the local community. Feedback from residents, stakeholders and elected officials helped shape the project approach and informed ongoing commitments around transparency, safety and environmental stewardship. That dialogue will continue as the project progresses.
